Proposal for land classification and torrent control in Cerro Divisadero, Coyhaique, XI Region, Chile

Abstract

The incorporation of protection, buffer and risk zones into a wider torrent control plan of the Cerro Divisadero catchments is proposed.
Protection and buffer zones having for objectives to increase or maintain, respectively, the hydric efficiency of the existing forests are identified each side of the torrent channels and in the headwaters. Also, risk zones in terrains located on the alluvial fans of the torrents to regulate land uses and offer an alternative to the potential urban development.
Different criteria are defined to choose the type of allowed public activities and facilities needed to develop each area. These criteria are: exclusion, restricted, extensive and intensive public access or use of the terrains.
Some 316.5 high priority hectares are due to be incorporated in the torrent control plan. This surface includes the protection-exclusion and the risk-intensive use zones. Also, other 406 hectares having lower priority should be incorporated in the mid term. But, any proposed forest intervention or urban development must lead to change to first priority their inclusion in the torrent control plan.
