The autonomous city of Buenos Aires and its cultural policies: constructing cultural refuges. The case of the Programa Cultural en Barrios

Abstract

The Buenos Aires’s cultural policies, immersed in the processes of cultural integration, have not been able until today, to transform the culture spaces into vehicles of cultural democratization. Contrary, they in the last deepen existing the social and cultural differences years. This impossibility, leaves the young people of meddle class, in appropriators privileged of these cultural refuges, to construct identitarias strategies. We privileged, in this article, a line of descriptive exhibition in relation to the history and to the sociological context of the Programa Cultural en Barrios and of its Cultural Centers from its sprouting to the present time.
