Abstract

This paper sustains that problems affecting mankind such as poverty, discrimination, and wars, present a serious challenge to social sciences as they urgently demand a new perspective for international development. The need for a new paradigm has been recognized by Sociocybernetics (General System Theories), which offers promising inroads in the study of organizations and complex systems. This study discusses some basic sociocybernetics concepts relevant to social action and development, as those proposed by the Viable System Model first applied in Chile in the early 1970’s.
