Recovery from sustainability risks

Abstract
Natural risks existing in Cuba take different forms. On the one hand, the impact of the hydrometeorological phenomena and on the other, the impacts of climate change, with an emphasis of sea level rise. Agreement has been reached in that the potential option is to adapt to the new conditions, acknowledging that different action approaches are needed regarding former decades. Under these circumstances –in the recovery of the built habitat after the Irma hurricane of September 2017– measures that have paradoxically consolidated the risk of coastal communities that will be resettled due to permanent ocean flood hazards. The study case method in the village of Carahatas was used for the analysis, showing how policy conceptions, and particularly their implementation, determine resilience and sustainability in terms of local recovery.
