Abstract

The preservation of environmental and natural resources that communities own to support themselves and develop as competitive urban centers, force authorities, private and public enterprises, institutions and society to take urgent actions to preserve natural resources under a sustainable point of view. Considering the Agenda 21 Program developed by the World Tourism Organization, and, particularly, the Agenda 21 program developed by the Mexico’s Secretariat of Tourism (SECTUR), an analysis of the results obtained in Playas de Rosarito, B. C., Mexico, where sustainability indicators were applied for tourism, has been made. These indicators measured two periods: 2003 and 2006; the results show major deficiencies in key areas of environment and tourism. The area that shows a better development, at the moment, is urban development.
