Abstract

This article analyzes the tourism’s problems in Pátzcuaro, Mexico, its social context and, its relation with government steering, in order to identify cooperation schemes between governmental and non-governmental actors. Methodology was based on wicked problems and governance theories, and included semi-structured interviews with key actors. Findings reveal five failures related to government structures. Therefore, it is concluded that government problems are closely associated to the historical-social dynamics of Pátzcuaro that, on the one hand, have shaped the modes of action of local government and, on the other hand, have delimited the capacities of the excluded actors.
