Abstract

The development of Community Radio in Chile is slow and uneven, marked by restrictive legislation. The chilean State look has been technocratic, while his legal name is Low Coverage Radio, and laws regulating emphasize restrictions like to not transmit advertising. Just as the commercial radio market is concentrated in a few holding, poor legislation allows the entry of Community Radio licensees to private organizations that do not relate to the mission of these stations, to strengthen and democratize the popular expression. In 4 regions of southern Chile, the number of civil organizations Community Radio is only slightly higher than that of radio stations belonging to private companies.
