Trapecistas y voluntarios: La construcción discursiva de beneficiarios y trabajadores de políticas sociales en Chile

Resumen
Diversos estudios han mostrado que la reorganización de las políticas sociales bajo los criterios de focalización, tercerización y financiamiento por cobertura y desempeño, interpela a beneficiarios y trabajadores posicionándolos de cierto modo en el despliegue de la política social. Considerado Chile como caso emblemático de este tipo de políticas, el artículo presenta resultados de un análisis discursivo a 75 documentos declarativos emitidos por el Estado chileno entre el 2003 y el 2015 que justifican y promueven políticas sociales dando cuenta de cómo son construidos beneficiario/a y trabajador/a de políticas sociales. Los resultados muestran dos figuras fundamentales en el discurso: el beneficiario interpelado como trapecista, que debe tomar riesgos para aprovechar oportunidades, y que cuenta con las políticas sociales, como una red que le permite contener una caída, para volver a elevarse; y el trabajador de la política, interpelado como voluntario, que realiza su trabajo por un compromiso social y no por condiciones laborales. Se discuten los efectos de estas construcciones y sus contradicciones.
